Made-to-measure expertise from AHK: the ExperTS Programme

The targeted placement of integrated experts by the Centre for International Migration and Development (CIM) brings benefits both for foreign trade promotion and German development cooperation.

The aim of the ExperTS Programme is to link the activities of the German private sector in developing and emerging countries more closely to the objectives of Germany’s development policies. To this end, CIM places experts in areas such as energy consulting, technology transfer and vocational education at the German Chambers of Commerce (AHKs) around the world. Employees of the AHKs, advise companies on partnership opportunities with German companies on development cooperation.


Services provided at the AHK in Nigeria

Since September 2012, Bärbel Freyer has been working at the AHK Nigeria, on establishing the AHK service desk on “Renewable Energy and Environment”.

With the creation of this new service, the AHK in Nigeria took over a pioneering role among the existing chambers in the country. Although facing massive energy problems for many years, Nigeria is just beginning to develop a consciousness for Renewable Energy.

In spite of its gigantic oil and gas deposit, only 50% of the approximately 150 million Nigerians are supplied with electricity - most of them living in rural regions. Nigeria’s power is solely generated by dams in the northern part of the country, generating approximately 6000 MW of which – due to the weak distribution lines – only half of it is distributed to the customers.
The establishment of the Renewable Energy Desk, as well as the "Nigerian Energy Support Programme (NESP)" of the GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.) which begun in March 2013, are a result of the of the German Nigerian energy partnership signed 2008.

Bärbel Freyer has long-term experience as a researcher in cultural Anthropology and profound knowledge in development cooperation in the areas of consulting, project management and business development for German and international organizations working in Nigeria and Indonesia.

The establishment of the “Renewable Energy Desk” offers a platform for the distribution of information and facilitates initial business contacts for Nigerian and German businesses. The desk also advises and assists in establishing contacts with government institutions and civil society organizations. It also gives information on financing, i.e. mainly in the areas of access to loans and co-financing though PPP.

The focal areas amongst others:

  • Inventory and categorization of planned and existing activities in the area of renewable energy in Nigeria.
  • Stock taking of companies, institutions and stakeholders in the area of renewable energy.
  • Measures for sensitization and lobbying, match making events, business travels, trade shows.

ExperTS in practice: examples of cooperation

  • The “Renewable Energy” column of the AHK newsletter, "IROKO NEWS" offers information on activities and contacts in the sector in Nigeria.

  • Execution of a Business Roundtable on Renewable Energy in March 2013 and startup of the sensitization and lobbying activities, with top-class presentations from development cooperation and economy. The Business Roundtable was supported by the Heinrich Böll Foundation and the Goethe Institute Lagos. The opening speech was held by the President of the Federal Environmental Protection Agency of Germany, Mr. Jochen Flasbarth on: “Economic Growth and Renewable Energies – How to Spread Wealth Whilst Transiting to Low Carbon Economy”.

The  Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements the ExperTS programme on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The Centre for International Migration and Development (CIM) supplies integrated experts to the German Chambers of Commerce abroad. Worldwide over 30 experts are active in the worldwide network of the German Chambers of Commerce.
